Situated 159 kilometers north-northeast from the Melbourne CBD, the suburb of Kialla is an expanding community with one of the most robust population growth profiles in the nation. As of May 2026, the population is estimated at 9,892, which is calculated using annual SA2-level Estimated Resident Population (ERP) figures and quarterly address updates. This reflects a substantial 14.1% increase since the 2021 Census, which recorded a population of 8,667, representing a net gain of 1,225 residents. This strong growth is accompanied by above-average development activity and key population drivers that place the area well ahead of regional averages. The demographic profile of the suburb of Kialla is characterized by a high proportion of children, with the community largely composed of family households and couples with children. There is also a high level of mortgage holders within the residential market. Local demand and future capital growth are expected to be supported by a significant volume of planned infrastructure and major project spending. Additionally, the labor market remains resilient, with the suburb of Kialla recording a below-average unemployment rate relative to the surrounding region.

Estimated residents are up from 8,667 at the 2021 Census — a change of 1,225 people, or 14.1%.

Should you spend time looking in Kialla?

Why look here

  • Population growth

Kialla ranks in the 96th percentile nationally for population growth, with the population up +14.1% since the 2021 Census.

  • Forecast demand

Official forecasts point to an additional 7,864 residents by 2041 — growth of 79.5% on the current estimated population.

  • Infrastructure pipeline

8 major projects are tracked in and around Kialla, and infrastructure activity ranks in the 84th percentile nationally.

  • Employment outlook

Industry-weighted employment growth of 6.3% is forecast over the next five years based on the local industry mix.

What could hold it back

  • Limited public transport access

Kialla ranks in the 18th percentile nationally for transport & access (score 1.8/10). Car-dependent locations can appeal to a narrower tenant pool and are more exposed to fuel and commuting costs.

  • High development activity

Residential development activity ranks in the 91st percentile nationally, with 639 dwelling approvals over five years. Strong incoming supply can absorb demand and dampen rent and price growth until new stock is taken up.

Districts' reading of national rankings, Census change and the tracked project pipeline for Kialla. Each line cites its evidence; this is interpretation, not advice. The Investment Report PDF is the long form of this thesis.

Housing development & building approvals in Kialla (Vic.)

Districts view

The level of residential development activity in Kialla was found to be higher than 90% of real estate markets across the country

Detail

Districts evaluations of ABS building permit figures indicate that Kialla has recorded a yearly average of roughly 127 residential approvals, with 639 residential structures approved over the last 5 financial years (between FY-21 and FY-25) and 95 during the current FY-26 period. Strong property demand is highlighted by the ratio of 2.4 residents moving to the area for every new home completed between FY-21 and FY-25. The average value of these approved homes is $527,000, showing that developers are prioritizing high-end and premium housing. Conversely, commercial approvals amounted to $480,000 during the current financial year, showing very limited commercial construction.

In comparison to the Rest of Vic. average, building approvals per resident in Kialla are 113.0% higher, offering purchasers a wide range of options despite recent easing in construction momentum. This rate is far higher than the national standard, pointing to strong developer interest. The new supply is comprised of 94.0% detached houses and 6.0% townhouses or multi-unit dwellings, reinforcing the low-density profile sought by buyers prioritizing space. Reflecting its status as an expanding area, there are approximately 110 people per residential approval in Kialla.

Based on the most recent quarterly projections from Districts, Kialla is expected to add 7,864 residents by 2041. Should construction activity remain at its current pace, the supply of housing may not keep up with population increases, which could intensify competition among buyers and put upward pressure on prices.

Development applications

Districts' assessment of the Greater Shepparton LGA register has identified 48 substantial development applications lodged in Kialla over the past 5 years (7 in the last 12 months). Minor and ancillary works — single dwellings, outbuildings, signage and smaller residential developments — are excluded. Of these, 29 were approved (60%) while 7 were withdrawn (15%). Districts estimates that 1 of these developments has likely been constructed. The most common application types are commercial, industrial and retail.

Detail

According to investigations of ABS demographic statistics for the surrounding area alongside address validations conducted by Districts since the Census, the suburb of Kialla has an estimated population of 9,892 as of May 2026. This represents a gain of 1,225 residents (14.1%) since the 2021 Census, when the population was recorded at 8,667. This shift is calculated from a resident count of 9,875, projected by Districts using the ABS's June 2025 ERP release and 300 validated new addresses added after the Census. This population level yields a density of 157 persons per square kilometer, indicating low density and capacity for expansion. The suburb of Kialla outpaced the SA4 region (1.0%) and the SA3 territory with its 14.1% expansion rate, positioning it at the forefront of local growth. The primary contributor to these gains was interstate migration, which accounted for roughly 69.0% of the overall population rise, though natural increase and international migration also registered positive results.

Projections from the ABS and Geoscience Australia released in 2024 (using 2022 as a starting point) have been implemented by Districts for each SA2. In instances where SA2 data was unavailable, projections from the 2023 Victorian State Government Regional/LGA release were aggregated using a weighted method from LGA to SA2 level. The resulting age bracket growth rates are applied to the 2032 to 2041 period. Reflecting these anticipated changes, the suburb of Kialla is expected to experience exceptional growth that ranks in the top 10 percent of all non-metropolitan areas nationally, rising by 7,881 residents by 2041 and representing a 79.5% cumulative expansion over the 16 years.

By March 2026, 5,133 people are employed, and the local unemployment rate stands at 1.8% lower than the Regional Vic. rate of 3.7%, while workforce participation exceeds the standard at 67.5% relative to the 61.1% figure for Regional Vic. The primary employment sectors for local residents are healthcare & social assistance, construction, and retail trade. Conversely, the agricultural, forestry & fishing sector has a minor footprint, accounting for 4.4% of jobs compared to the regional average of 7.5%. The comparison between the number of local jobs and working residents suggests that the immediate area provides relatively few employment opportunities.

According to SALM and ABS data analyzed by Districts, the recent 12-month period saw a 2.8% expansion in employment alongside a 3.5% increase in the labor force, which led to a 0.7 percentage point rise in the unemployment rate. This trend diverges from Regional Vic., where employment shrank by 0.1%, the labor force dropped by 0.3%, and the unemployment rate decreased by 0.2 percentage points. Five and ten-year national forecasts from Jobs and Skills Australia (published May-25) have been applied to Kialla's current workforce composition to model future employment paths. While overall national employment is projected to grow by 6.6% over five years and 13.7% over ten years, individual sectors will perform differently. Applying these sector projections suggests local employment could grow by 6.3% over five years and 13.3% over ten years, based on a simple weighted extrapolation that does not incorporate localized population growth trends.

With no preschool/kindergarten services observed in the area, only long day care, the ratio of children per place for the under 5 age group is 2.1 - placing the area slightly below the national average for supply per child. With projected population growth of 79.5% between now and 2041, and 82.2% in the under 5 age group in particular, 276 new places will be needed to maintain today's ratios. In assessing child care markets local school supply is a particularly important factor, given school-run convenience, and enrolment vs child care place analysis can provide useful insight into capacity both for parents seeking child care options and child care operators assessing opportunities in an area. The catchment sees a level of school enrolment relative to population of 6.0 per 100 residents with 597 enrolments across primary and secondary institutions. A lower-than-typical rate which suggests pressure might be taken off local services somewhat by school hubs in nearby areas. Additionally, the level of school places per child care place (LDC+PSK) is moderate. Proximity analysis saw distances of local residents to their nearest child care centre being longer than typical nationally while fees are notably lower than national averages.

8 school catchments intersect Kialla (note; school catchment data provided for public schools only), in which a combined 4,585 children aged under 5 reside, served by 4,272 LDC and preschool places. The overall demand-to-supply ratio across these catchments is 1.1 children per place, with limited variance in this ratio. Meanwhile, the discrepancy in this ratio between Kialla and the intersecting school catchments highlights the need for a catchment based approach for specific site assessments.
